Timor Telcom Monopoly FInished.

In a meeting of the Council of Ministers last month (March) the monopoly in the TL telecommunications market was also ended just 8 years after the first government gave a 15 year  exclusive right to Portugal Telecom and its friends. “This Wednesday (31/03) we approved a national telecommunications policy. This policy forsees the liberalisation of telecommunications. I also create conditions for us to prepare the law to accept companies that want to enter TL,” say Vice Prime Minister José Luis Guterres for this newspaper on Friday morning.

The majority of the population and many Timor Telecom customers have expressed their thoughts and demanded that the TL Government liberalise telecommunications market in this nation. As shown, it asked public opinion and managed to get replies from nearly 3007 people, in October 2007, showing that 99 per cent want the government to liberalise the telecommunications market and to allow in some new companies to compete with Timor Telecom. The Xanana Government has drawn up plans for liberalisation of the telecommunications market as a priority and this policy is a response to achieving their wishes.

“In Timor this overwhelming majority in a survey that do in some years ago compellingly showed that they   want to bring in one or two telecommunications operators to compete in our country,” said Guterres. Therefore, “this policy today brings Timor Leste back into line with other nations that have developed their telecommunications,” added Guterres. The Vice minister for Social Affairs said that, “when I came into Government, something that we could see as possibly impeding process de development in this country nian was monopoly de telecommunications. Because monopoly system has this tendency for business management to maximise profit. The Government want telecommunications that are accessible to the population of Timor Leste to use telephone and ínternet at cheaper prices.

According to this newspaper a Timor Telecom Administrator some moments ago recognised their mistakes as well as making some priorities like paying attention to complaints, lowering prices and increasing mobile phone  connections in rural areas. The Government Fretilín in 2002 give right monopolise area telecommunications for TT for15 year but on 31 March 2010 government AMP has liberalised. In a visit a year ago the President of Portugal Telecom gave a  guarantee to the TL government that within six months there would be more telephone connections and will cover the whole of Timor although until today there will still be some places in Timor which will be isolated from the mobile network. “The Government must therefore first make contact with these businesses, to see what really we will be able to do  together because I personally also believe that businesses that deal with Timor Telecom want good telecommunications for the people of Timor Leste as a whole,” said Guterres.

“I believe,” Vice PM Guterres said, “that there have been contacts and I think that TT  will not oppose this policy, because this telecommunications policy similar two what every competent government has done in Portugal, Guinea Bissau, Mozambique, Cape Verde. Practically within two years, there has been a process of preparation, process of moving and also the process of contact between our telecommunications authorities and TT.

Horta Urges Timor Telcom Not to be Afraid

In answering questions from journalists regarding the Timorese telecommuincations sector and the populations demands for better service for the country President Jose Ramos Horta praised Timor Telcom for reducing prices in the last month.

A few months ago President Ramos-Horta was highly critical of Timor Telcom calling for the Government to liberalise the telecommunications sector.

 

Now he says "do not be afraid of competition".

He informed the public that the Government has given Timor Telcom 6 months until March 2010 to cover the entire country with their network or there will have to be a renegotiation of the monopoly that Timor Telcom currently holds.


Horta said that he is in support of liberalising the telecomunications sector in TL.

Timor Telcom is not Afraid of Competition

Portugal Telcom Executives visited Dili in September 2009 in order to annoucne that they have a new development for Timor Telcom and the telecommunications sector in Timor-Leste.



The Government of Timor-Leste gave a concession contract monopoly to Timor Telcom, a subsidiary of Portugal Telcom, in 2002, shortly after the country gained independence.

According to the contract Timor Telcom (TT) is the only operator with the exclusive right to provide telcoms services in the country.

There has been a lot of criticism of TT's service over the past years from clients, people in the Districts as well as the President of the Democratic Republic of Timor-Leste.

But as the new Adminsitrator of TT told Tempo Semanal in an exclusive interview TT has established three targets to provide better services.  It has reduced price as now there are some banners flying around Dili streets which say that one minute call US$0.06 and per sms cost only US$0.03 as well they are building more towers in the country.

Digicell Prepares to Break TT Monopoly

The following is an interview on 27/08/2009 with Frank O'Carroll, the Business Develo­pm­e­nt Director of Digicel's South Pacific operations.

Q: This time you started contributing today to East Timor's activities and celebrations and you have contributed to this, and how sig­nificant is this contribution?

A: Yeah, we've contributed to the first East Timor bicycle race, the Tour de Timor, and Digicell has committed to funding it to the tune of US$100,000, and then there's been additional costs which we've borne ourselves, in terms of our marketing materials, t-shirts and hats, and then there's been all the branding along the route. There's been a significant contribution by Digicell, but we're fully committed to the market in Timor Leste.

We think the initiative of having the race is fantastic for the country, not just for the people of Timor Leste but for people outside the country how it's been viewed by people outside the country also. It's amazing to talk to some of the cyclists we've met in the last few days, to hear their comments on how beautiful the countryside is, and they will all be ambassadors for Timor Leste when they to home to their home countries and tell people how beautiful the country is, how friendly the people have been, and I'm very, very confident that the Tour de Timor will become a huge event next year, and even bigger in the years ahead.

Q: It seems likely that Digicell is very committed in investing in this country's telecommunication market. Do you have any idea when it's going to start?

A: It is probably difficult to estimate when it will start. Digicell has been visiting Timor Leste for the past three years designing our network, working on our business plan, looking at the existing operator and looking at where the opportunity might be.

We've also spent a lot of time presenting to government ministers, senior figures in government and a number of business people. As you are aware, we've opened out initial office in Dili. We're employing at the moment 12 people from the Dili region who've helped design the network for us and to go through the initial phases of setting up our business.

In terms of when the licence will come, the government has be­en committed for the last 18 mo­nths in terms of looking at the wh­­ole process of libereralisation and we are aware that the draft telec­oms policy paper has been completed and this is being handled at se­nior levels within government. The whole process now is that the exclusive concession that was granted to Portugal Telecom or Timor Telekom a number of years ago, that needs to be looked at. The government needs to extract itself from that exclusive concession that was granted to Portugal Telecom, or Timor Telecom, a number of years ago, that needs to be looked at. The government needs to extract itself from that exclusive concession which is certainly damaging the country in terms of development, has damaged the country in terms of telecommunications infrastructure which is very poor and among some of the highest rates in the world and if we look at broadband and internet connectivity for people within their own homes, for small businesses and even for large businesses in the country has been very damaging.

So we hope to see the process in the next six months will have accelerated. We know that there is a huge determination in government to see the process of liberalisation implemented and to see the entry of a new competitor into the telecommunications market.

Digicell would obviously like to be a company selected for a new licence in Timor-Leste; however we know that the government are going to go through a very detailed and transparent process to select the best company who fits best for the country and who give the best proposals for Timor-Leste.

Q: As the President of the Republic has told the public here, after the meeting in Suai, he came out and criticised badly Timor Telekom and it seems as if he's advertising Digicell. It seems as if he wants to see by the end of next year the telecommunications market to be liberalised, and he's hoping that Digicell is committed to invest millions and millions of dollars. For the first year, to have about 80% of the population having access to a phone connection in this country. What would you say to that?

A: I suppose I'm very biased because I've worked with Digicell for a very long time since it started its operations in the Caribbean. I'm wholeheartedly a big believer in Digicell and I've seen firsthand what it has done for developing economies quite similar to Timor-Leste around the world: from our very first operation in Jamaica through to the English-speaking, French-speaking and Dutch-speaking Caribbean, more recently into Central America and then into South America. We came to the Pacific region in 2006, and to date we have existing networks that we own and operate in five markets: in Fiji, Vanuatu, Samoa, Tonga and Papua New Guinea. We're about to launch our sixth network in the Pacific region, which is in the Republic of Nauru. So Digicell I wholeheartedly believe is the best fit for a country the size of Timor-Leste in terms of its economic development and in terms of where its telecommunications market is. I know we've received enormous support from the Government and we're very thankful for that, and we've received even bigger support, overwhelming support, from the people of Timor-Leste who quite frankly have been robbed of an affordable and accessible telecommunications service since Timor Telekom were given their exclusive concession.

We've travelled through the region extensively through the past couple of weeks in preparation for the Tour de Timor, and we were inundated talking to people who constantly complain about the fact that they haven't had access to telecommunications – for people who have, how expensive it has been and how unreliable it has been. So we know that because of this feedback we've received from the time that we've been in Timor-Leste and we're constantly receiving this feedback from people right throughout the country. So as a result there is a big commitment to make sure a new entrant is introduced. People who will know Digicell—our philosophy, our culture, and how we've performed in other markets—will know that we're a very good fit for this economy. As I said, we've launched in markets that have had one operator—a monopoly—for years, we've driven prices down, we've increased the range and quality of services. As you mentioned, our commitment is to launch with 80% population coverage on day one, which has been unheard-of in the landscape here so far, and we will guarantee that we will make telecommunications affordable and accessible to the vast majority of people in Timor-Leste within the first two to three years of our operation.

But our commitment is to launch by building a state-of-the-art network to give 80% population coverage and grow it from there. So we're not just interested in cherry-picking the big population centres; we think it's a basic human right that every individual should have access to affordable telecommunications. When you look at our operations in Papua New Guinea, Digicell has been awarded a humanitarian award last November for making telecommunications services available and affordable to people of Papua New Guinea. We've seen how our investment in that country has transformed the economic development of that country, not just in Papua New Guinea, but in every other market in which we've operated as well. We currently operate in 31 markets with over 10 million subscribers; our shareholders have invested US$3.5 billion in Digicell around the world, and we employ in the region of 5000 people. So Digicell is a company that reaches many countries around the world and has a vast experience in its 10 years of experience, and we know we're a very good fit, and we're very confident that the Government know we're a very good fit for this marketplace.

Q: In terms of financial investment, how much are you going to invest here to make these phone connections available for the people?

A: Sure. Our plans at the moment are confidential in terms of the actual size of what the investment will be, for competitive reasons; however, if you imagine to build a network of that size, it would probably cost in the region of US$65 million to US$80 million. That will mean that we will be erecting our own towers, having a very significant staff and management team of Timorese nationals who will work with our company; making sure that they're trained not just for this market, but we will bring people from Timor after we've trained them to other Digicell markets where our company operates, and to make sure they receive world-class training. And we're very confident from our knowledge of our initial staff base that we've taken on board and from our dealings working with people in Timor, that they're loyal, that they're hard-working, that they're trustworthy, and we know that the Timorese people will make a good effort within the Digicell organisation.

Q: What is the reason that you want to invest in this country?

A: This is a good question. I suppose when we examine any market in which there may be an opportunity, we always look to see how many operators—in terms of telecommunications operators there are in the marketplace; their level of penetration in terms of how many people are using the telecommunications services; we would look at the price of the services and the quality of the services in terms of how up-to-date the technology is.

We examined Timor-Leste a number of years ago. Every box that was on our list was ticked as "this is a good opportunity for us". There was a monopoly provider who had no respect from its customer base: even people who were heavy spenders and heavy users of telecommunications services were hugely critical of the company in terms of its poor customer care and its poor range of services in terms of its pricing; when we spoke to the people who didn't have access to telecommunications services they were obviously critical because they weren't given access, and they wanted to have telecommunications.

So the reason we're investing in this country is we feel it's a great opportunity for Timor-Leste, not only to introduce a state-of-the-art and modern telecommunications network, but to totally change and transform people's lifestyles. One of the areas that we've been looking at recently is mobile banking, with the increase of Timorese people who've opened bank accounts and started saving. Not just older people who are in the employment network, but younger people also who've opened bank accounts. And we've talked to banks who are here, particularly ANZ bank, and they've been very successful in encouraging people to open bank accounts, encouraging people to save money, encouraging people to look towards the future. And then we look at this issue of mobile banking and as we've seen in other first-world countries—and we believe that Timor will absolutely leapfrog from where it is today to being one of the leaders in the world in this area—where people will be able to transact using their mobile phone. So for example, people will be able to walk into a shop to buy their bread, buy their milk, buy their water and whatever other goods they need, and not necessarily use cash, not use a credit card or debit card for that transaction, but be able to take currency from their mobile phone and immediately transfer it to the shop owner. This is the very latest

technology,in terms of some of the most developed countries in the world, but we're confident that this is something that the people of Timor-Leste will understand, and we know from some of the initial tests that we've done that people will want this level of technology in the country.

The other area that we look at is in terms of broadband [internet] connectivity, and we look at—unfortunately—so many schools don't have access to the internet and we believe that this is absolutely and utterly unforgivable, that any telecommunications operator worth anything in the world should be looking at education and the development of the economy from the young people forward, so we're determined to provide high-speed access to broadband into schools to make sure that people can learn not just in their local language, but also in a number of other languages.

I was hugely encouraged by the number of languages that people in Timor can speak, and it's incredible to see how quickly people can switch from one language to another. We know that in local languages books haven't been published in local languages for various reasons, and we're very confident that we can have this leapfrog again where we won't have to have hard-copy books printed but that people will be able to use the internet to educate their students. But as I said those are two areas that we're looking at, and both are huge opportunities for the country.

What's more encouraging is that both fit right into the objectives of the government, because the government, as you're aware, has some huge objectives for this country that are hugely ambitious, but we know that they're determined to change the lives of people in Timor-Leste, and we know by our investment working in parallel with the Government's objectives, that this is going to be good for everybody.

We're absolutely delighted to be part of the tenth year anniversary in such a small way but perhaps in an important way by the sponsorship of the first international Tour de Timor bicycle race. Very much it's Digicell's philosophy that we embrace the culture and everything about a culture that we invest in, and it's been an emotional week for everybody, and I know that our staff and people who've been involved with the Tour have worked tirelessly day and night to make sure that it's been an enormous success, to make sure that it's sent out a phenomenal signal to the rest of the world as to what Timor-Leste is all about and how ready it is to become such a leading country in the region. Digicell is absolutely privileged and totally delighted to be associated with the anniversary and we wish everybody in Timor-Leste every success in the future as well.

Q: In terms of the security stability of the country, regarding the violence and warnings that are at times present, it seems that Digicell have another view on this issue.

A: We have absolutely no fear about the security, the wellbeing in the country. We're absolutely confident that it is a very safe place. We know that people in Timor are passionate about the development of the country moving forward. We've never had any incident where any of our staff members have been in a situation that has made them worry. We operate in some other very difficult countries – Haiti, for example, which has had a huge history of serious security issues and more recently in Honduras which you've seen in terms of the coup; Papua New Guinea which in some of the isolated areas is quite a dangerous country at times; but Timor-Leste has been nothing but positive. As I said, perhaps sometimes people's views about the country from the outside—because of lack of information, because of perhaps ignorance of people from other countries—has had a bad image from time-to-time.

But initiatives like the Tour de Timor in terms of how that sends out such a positive signal about the country is fantastic; but in saying that, Digicell has absolutely no problem in relation to security in the country.(ts)

Alkatiri Attacks Again on Corruption

Former East Timorese pm Marie Alkatiri has said this week that this country is the most corrupt in the world.

Dr Alkatiri's attack, on the eve of the country's August 30 tenth anniversary of independence, was multi-pronged.

Not only did it go to the heart of the current government of Prime Minister Xanana Gusmao, but it had implications too for a report released this week showing that only a tenth of the international donations received in the last 10 years had gone into the country's economy.

The government had people in power who pocketed money and there needed instead to be transparency, he said.

Dr Alkatiri's statement came in the wake of a report released this week by La'o Hamutuk ("Walk Together"), the independent non-government organisation that analyses data relating to the countr­y's reconstruction and devel­opment.In the period of 1999-2009, the report said that outside agencies spent US$5.2 million on programs for Timor-Leste, but only around $550 million of this­ went into the economy.

Most of the rest of the money – or 90 per cent – went towards international salaries, overseas administration and procurement, and imported supplies.


The period covered in the report included four separate governments – that of the presidencies of Serzio Viera de Melo (UN­TAET) in 1999-2000, Marie Alk­a­tiri's in 2002-2006 and the 20­06-2007 presidencies of Stanislau da Silva and Jose Ramos Horta.


Speaking from his Dili home, Dr Alkatiri said that East Timor had hung on to whatever means it could to the big outside powers, and that Fretilin needed to serve the country with a legal and phy­sical infrastructure.


Dr Alkatiri said that the way in which Gusmao's government ha­d spent almost US$2 billion betwe­en 2007 and 2009 was unclear but that the current President had ­a commitment to sustain the eco­nomy through its oil reserves­ and human resources wit­hin a ­system that needed to be put­ in place for the country's stabilisation.


The June 2009 quarterly repor­t of the banking and payments authority of Timor-Leste, the Petroleum Fund of Timor-Leste, has shown that the Fund's capital grew from $4,750.08 million to $4,901.52 million.


In a­n exclusive interview with Tempo ­Semanal, East Timor's Pres­iden­t Dr Jose Ramos-Horta said t­he country's economy was in growth mode, but there was much to do in the coming years to further consolidate peace in East Timor­, improve governance, and fight and prevent corruption.


"There are a lot of allegations about corruption; much of it, is, I think, well founded. There is a real problem of corruption, we cannot deny this, because corruption means we are diverting money away from the people for the benefit of a few individuals,'' Dr Ramos-Horta said.

''I hear story after story of corru­ption and there is evidence about it so I'm determined, together with the Prime Minister, to stamp out corruption in this country.


''People didn't fight and die for us, later to have a corrupt go­­vernment and a corrupt sys­t­em."In marking East Timor's te­nt­h anniversary of its 1999 acce­p­tance of autonomy by refe­re­n­du­m from Indonesia's abusive occupation, which started with an invasion in 1975, there is another grim statistic to count: the new independent nation has received an estimated US$3 billion in international assistance, with various United Nations (UN) missions working alongside the government since full independence was attained in 2002.


Dr Alkatiri said that there was a need to create a sense of security in the country's own institutions and to show the people that these can deliver, Dr Alkatiri said.


Money had to be spent, he said, by the United Nations on items such as helicopters.


One of the contraditions at present was that East Timor was too small a country to have many rice fields, and instead brought in rice from overseas.The government was spending much more money than previously, or $US369 million in the four years of 2002-2006.There had to be transparency for the money that had been spent, otherwise people from outside would point their finger at the government.There was still poverty in East Timor while the government, instead of keeping money in the bank, put it instead in a drawer, which he said was a disaster.Dr Alkatiri said that money needed to be spent now on education and health care.


Among the benefits of independence was being able to really plan national development. Better structure and economic soundness would give the country credibility, he said. The problem now was also to manage East Timorese resources as a way of continuing into a better future.(ts)

Horta: Timor Telkom Breach the Contract

President Jose Ramos Horta is travelling around the country trying to listen to the people concern and conducting peace Dialogues with the people in each district. Last week he went to have a dialogue with the people in Atsabe sub-districts and suai district. He was joined by several government officers such as minister of Agricultures, Secretary State for Infrastructure and Public work and others. Ramos Horta convoy went through very bad road between Lete foho Sub-District and Atsabe where there is no phone connection at all. From Atsabe to Zumalai and Foho Rem in Suai district most of these area have no phone connection. In this area the 1996 peace Price winner start firing his words at the Portugal Telcom company which monopoly Timor Telekom. In front of the community Horta calling to liberalise the telecommunication system in East Timor which is monopoly by Portugal Telecom since 2002 up to 2017. In an interview with Tempo Semanal in Dili Horta spelled out the people concern about infrastructures, Roads, Telecommunications. He also expresses his opinion on the issue of corruption and February 11th 2008 trial. Then he finished with the bicycle race in East Timor what he name as the peace race. Please read the full interview between Tempo Semanal (TS) and President Jose Ramos Horta (RH) as follow:


TS: You have experience the lack of Timor Telkom service to the people in the rural area. What should be done to solve the telecommunication problems in this country?


Horta: The government of Prime Minster Xanana Gusmao is taking the right steps in trying to re-negotiate in amicable manner with Portugal Telecom, the lager investor; our government has 20% in the shares in Timor Telecom. And we hope that Portugal Telecom peacefully agrees to the preference of the government, and that is liberalisation. Let through open the market for any operator wishing to invest. A major Irish company with a big presence in a pacific islands and the Caribbean in the Central America, called Digicel is very interested. They have a pledge to invest 100 million dollar with 70 % in the first year with a first class technology, states art technology that will bring down the prices to the level of prices in Indonesia in both of telephone and internet. However, Portugal Telecom still refuses to consider earlier liberalisation which means we have to review the current contract. If we are on a dead lock, if Portugal Telecom doesn't agree to basic follow international practice all over the world, particularly in Europe where there is no monopoly, then I would support the government if the government would decide to terminate the contract with Portugal Telecom. I prefer not to. I prefer that we negotiate with them amicably and wish they agree in a gentleman- manner, bare in mind best into the country that we should liberalise. And any case, liberalisation doesn't mean Portugal Telecom will lose because I believe actually as the example of other country, once liberalisation is effected, there are more users of telephone and internet and actually it is more profitable for Portugal Telecom.


TS: Why Government signed the contract with Portugal Telecom and gave them a monopoly rights?

Horta: Well, in 2001, we had to consider enter into an agreement with an investor willing to invest in communication sector. There was an opening international bid, inviting bidders. There were only two, a small Sydney based company, if I'm not mistaken, and the name is Pacific Communication and Portugal Telecom. Portugal Telecom is a giant company with tremendous penetration in Portugal itself, Africa, Brazil, U.S. and so on. So they won the bid, pledging to invest 50 million dollar. The government at that time we had a very very a little reason to negotiate. We had zero money. And we were forced to accept granting in Portuguese company, Portugal Telecom monopoly for about 17 years. That has been absolutely detrimental to our interest. But I don't blame the previous government. We had no choice. If we didn't accept, Portugal Telecom wouldn't have come here anyway. But it has been now 8 years. 8 years after Portugal Telecom has begun operation here. Up to 70% of territory and people have no coverage. So I believe Portugal Telecom is breaching the pledge, breaching the agreement with Timor Leste by not honouring the pledge to provide reliable, accessible and wide coverage services to the people of this country.


TS: As you travel around the country to have a dialogues with your people. What are their main concerned Please?

Horta: As I travel through out the country people are very very pleased in the sense of my visit. They're very pleased with the current state of peace in the country. They're very relaxed very happy indeed. They are also happy with some of the development that they have seen particularly government cash hand out to the poor people, to the veterans and more support for farmers and for agriculture as well as the government purchasing supply food from farmers like rice, corns, beans and so on. This means that money into the people. How ever every where I go people asking for roads, for electricity and they complain extreme poor quality of telecommunication which is responsibility of Timor Telecom and Portugal Telecom that has contract with exclusive and monopoly with our government and now eight years already. Now I say that close to 70% of the country is still not covering by telecommunication. And what ever discover is mostly poor quality and expensive. People of course still ask for more schools and they asked for water. These are the very basic things that all over that I have been to. I think now is all the districts, many of the subdistricts as well as small villages every body talk about the roads, roads, roads and roads, electricity, water supply and of course, I explained to them that is going to take many years still before we can have the first class roads in this country, maybe another 2 to 3 years before 80% of people in this country will have 24 hour cheap energy.


TS: What are you doing to address the roads problem?

Horta: I have discussed at once with Prime Minister. Prime Minister is obviously extremely sensitive about this. Right now the government is doing a visibility study on major roads in this country. We have about at least 4000 km roads and 70% is disrepair. There is a major power project under a way, which becomes a bit controversial because of its base on heavy fuel with accordant some around counter to

Environmental standards, but the government argues back 'saying no' all environmental concerns are taking care of, the technology appropriates. And that is the only way for the government to provide a cheap energy to the people in the short period time in the next 2 0r 3 years.


TS: After you heard people opinion to have access to good roads it's a challenge to the state. How you will going to money to build the roads?

Horta: I totally understand the difficulties that the government faces. The AMP government can not in two years resolve the roads problem that has been there for decades. The previous government of Dr. Mari Alkatiri also did very little because it didn't have money. A few hundred km of roads that was done in a year was built by Japanese and ADB (Asia Development Bank). Every year we spend millions dollar on fixing roads. That is where I believe the corruption comes in, where the contractors that takes the contract from the government, let's say out of ten million dollar to fix a road, maybe really spent only 5 million dollar, 5 million dollar they pocketed it. That's why the roads, even after repaired, so bad all over the country. So there are problems of management, problem of corruption. I don't blame the government. I don't think it is the minister of infrastructure that is corrupted, I don't think so. It is the lack of capacity on the part of the government to monitor to inspect the quality of the work. So we then are totally hostages of dishonest contractors who rip off this country, rip off the government by not building the roads and repairing the roads properly.


TS: Just to confirm again how East Timor will have money to build its infrastructure mainly Roads?

Horta: I think the government should do a combination of two things. It should set aside a good percentage of the oil money into a special fund. Let's call it National Investment Fund or National Development Fund or National Infrastructure Fund. Let's say separate from the budget, it has the regular recurrent budget, but separate from that. It takes out, let's say two hundred million dollar a year from the petroleum fund just for roads. And if we do this for next 5 to10 years, it means 1to 2 billion dollars. And that will be enough to pay for first class roads to lane for next 5 to10 years. We can invest two hundred million dollar every year on first class roads and bridges, together with the environmental protection that goes along with the roads. That means creating thousands of jobs, sustainable development, and sustainable growth for at least ten years. But if necessary, apart from taking a hundred million or two hundred million from petroleum fund, the government can also negotiate lets say with China. China has one trillion dollar in reserve. We can negotiate with China. Let the Chinese invest in this country in roads, in bridges, we pay them as they progress in the construction. So we have two options. One our own money, exclusively all combination of our own money with loan from China. I don't see any other country or international bank that can lend us money as much as China can do. I have already spoken with the national bank of Paris, very well-known, very prestigious bank,, with gas Prom bank from Russia. They are also willing to negotiate to the government to loan up to one billion dollar to Timor-Leste government. However, we don't know yet how much they will charge in term of interest. That will be a matter for the government to study, to carefully analyse and make a decision.


TS: President you just talk about corruption in East Timor Construction. How serious of Corruption in this country?

Horta: I think a corruption is serious in Timor-Leste. But I reject the charges that the top government officials involved like Prime Minster. Prime Minister is a very very honest person. He wants to do things fast. Because in this country if we want to develop, we want to create jobs, we want to meet the aspiration of people for the better life, we have to make a decision fast. And Prime Minister wants a decision fast. But the problem is that when you make a decision fast, the risk of corruption on this manner can happen. So be it. There is nothing in life one doesn't have risks. Corruption exists at the different levels. But I do not believe it exists at the level of the senior ministers. It can exist in the level of a certain civil servants, in procurement. It exists in term of invoicing, double invoicing in the way when you want computer that really costs a thousand dollar, the government is invoiced three thousand dollar. If you want to buy a simple telephone for the government, that costs a hundred dollar, some one will invoice five hundred dollar. This happens a lot through out the government sector. We have now a senior deputy Prime Minister Mr. Mario Carrascalao. He is very honest, with tremendous integrity. He will work with the government ministers. I don't believe we have to do we cham. We can not point finger to ministers. Because the ministers they work very hard and got very very low paid. They work between 10 to 15 hours. If we just make a accusation and accusation against them, they loose hope, and they just give up and they quit. But what important for me is the deputy Prime Minister and the ombudsman and the parliament work with the government to strengthen mechanism to close any gateway where corruption happens.


TS: Mr. President you just signed the Anti Corruption law. How significant is this to minimise the Corruption in East Timor?

Horta: The first step was adoption of such a law which I promulgated to create Anti-Corruption Commission. That is s first major step, having the legislative bases for that. Next is the election or appointment of individuals and the staff and the infrastructure, logistics that are need by Anti-Corruption Commission a very critical personality curriculums of the commissioner. I do not agree completely with the law where it says basically only some one with legal veteran can be commissioner. I and Most of members of parliament agreed they will try to mandate it next a few months, next a few weeks actually. So economist could be. Let's say someone who is top economist in our banking system. Someone is a top experience, a top economist in the minister finance, who knows about banking, about finance, about everything, dealing with a corruption. But it doesn't have a lot of degree; it does mean he/she can not be a commissioner. How about a priest? How about a sociologist? So I don't agree that a commissioner has to be a lawyer. The deputies and the staffs, yes. The commissioner will have to have people with legal background as well as a criminal investigation background to work with him or her. But a commissioner should be anyone with an experience, with some formal university degree if not university degree, at least a twenty years' experience as administration with integrity assisted by the very strong team. That would be an effective way of dealing with a corruption in this country.


TS: Is this law will be effective to tackle the issue of Corruption?

Horta: Yes, I think the law is very very well researched, thoroughly debated even more then after some of the best law existed. Before the law was adopted the parliament discussed, the government drafted it and they looked at the experience in Indonesia, Australia, United States, Hong Kong and Singapore. So the law is very good one, just need to make the small amendments and the critical issue is give the commissioners resources. Money to hire good people and to fight as well as prevent corruption. But again as I said fighting corruption can't be only punishment but it has to be prevention. It has to be education. We have to inspire civil servant, Government officials about their own sense of dignity. You know when we receive money to do something that we know it is our duty to do; well it's my own sense of dignity, my honour and my pride. So we have to let the people about that. In the mean time we have to pay minister well. We have to pay civil servants well. Look at the case of Singapore. The Prime minister of Singapore is the highest paid person in the world. Singaporean Ministers are the well paid people in the world. So there is no corruption at all in Singapore. So there is strong materials incentive. If you pay people very bad and if you pay a customer officer in Mota Ain (Border between East Timor and Indonesian West Timor) very bad also if you don't look after him. If you don't pay the customs in Dili port and Airport well and someone come to him with US$500.00 bribed to let a container go well it is very tempting. So one you have to inspire people to be patriotic, to be proud and have sense of dignity. But also give them the material means so they don't have extreme necessity to accept bribes in order to survive day today.


TS: What is happening with the programme of elimination of poverty in East Timor?

Horta: I believed that the simple facts that the government already paying twenty Dollars a month to now seventy thousand people. The simple facts that the government already given good money to veterans. Thousands of widows and orphans are getting some formal assistant. And on top of it the many thousands of civil servants every month earn salary. The many many thousands you see in Dili selling things in the shops and on the streets. This all means some income entry their pockets. That make me believed that poverty is been reduced because mathematically some people in a year ago didn't have twenty dollar a month now they have got twenty dollar or more a month. Until two years ago many hundreds of veterans didn't have one cent and now they have many hundreds of dollars or thousands of dollars in their disposal. How ever majority of the people still have no access to clean water, have no access to a dignify housing like at least a roof and a prover floor that means extreme poverty. How long will it takes I believe that if the government want to make major investment in roads that we need for agriculture, for educations and for health that means within five to ten years we can extreme poverty completely eliminate in Timor. We might still see poverty but not extreme poverty. Extreme poverty means might not even have a meal a day, doesn't clean water, no electricity, no housing. So we can eliminate that within five to ten years if the government mobilise at least in my view two billion dollars or more to build first class roads in this country. We desperately need. We need these roads its not for tourism, it's for agriculture, it's for health services, for children to go to schools, for school teachers to be able to go to schools, for the farmers in Maubesi, in Baguia to go down to Baucau or Dili to sell their Bigs, goats and their vegetable and for fisherman in Dili to travel to Aileu to sell their fish. So we need first class road as a matter of urgency.


TS: If you don't mind can we ask a question in regard to the trial of the case February 11th 2008 attempt on your life?

Horta: I will not comment on a trial as such because as the trial take place I will not comment on the substance. I can only say that, I hoped as the trial progress and decision are made by the judges. What ever the decision they made everybody accept them and that we move on healing the wounds of the past. I still have the wounds that were inflicted on me in two thousands and eight and I don't harbour any anger or resentment to those who shot me. Who tried to kill me. I only hope that they will have a second chance to lives their life with their families and look after their children. And we Timorese burry our differences burry our anger and hold hands so that this country can live in peace and stability for the sakes of our children.


TS: Can you tell us about the idea of the bicycle race and what kind of response you have?

Horta: I am very pleased with the response. More then 100 so far Raceter and I think close to 100 international participants. It is getting generate a lot of publicity. Former secretary General Kofi Annan has made a statement and Prince Albert of Monaco also has made a statement. I believe will get more international publicity and more international media publicity and will significant participants. I launch the idea and these initiatives not only as sports initiative but also as part of my peace programme for the next three years. I want in the next three years to have peace rooting in this country. When I leave office in 2012 I tell the nation and the nation can thank me for having contribute a Little bit enhance peace in the country.


TS: How many participants are you expect to participate and when will the race occur?

Horta: Minimum we expect more then 200 participants over 410 Kilometres very difficult mountain routes passing through nine of thirteen districts in Timor Leste. It will involve beautiful mountain landscape as well as shore line. The time is in the year August 24th to 29th. It's best of time in the year that cools no strong humility. So I believed that it will be the greatest experience for people that participating. There is one mountain bike racer from Australia. He is one of the top two or three in Australia who will participate I do not recall his name but there are many others who will come here for mountain bike race. And the week later they have the international mountain bike race in Australia. They are coming to Timor to do like practising and then a week later they will do in Australia. End

Timor Telcom Service 18 July 2009

After President Ramos-Horta criticsed Timor Telcom over the last few days Timor Telcom's service has actually worsened.

Timor Telkom clients have been complaining since midday today until the evening of 18 July that they cannot recharge their phone credits. Around 18.40 Dili time 18 July Natalino Freitas after buying $ 5.00USD he was in a hurry to recharge to make call. After he entered the 15 digit number several times the number the operator number 172 written in portuges said, "a sua recarga foi registrada. Recebera confirmacao dentro de momento." Natalino Freitas kept trying trying dialing the 15 digit, and each time the same notice appear no confirmation of the credit.

He walk back to 3 wheels sales kiosk on the road side of Government Palace and started to have an argument with the vendor.

The vendor said, "this problem has been happening since lunch time today and I have maybe had 12 people complain with the same problem."

Timor Telcom, the preferred telecommunications provider in Timor-Leste - the ONLY provider in Timor-Leste.

President Ramos Horta Speaks Out Against Telcom Monopoly - Presidente Horta dehan Portugal Telcom Obriga Governu simu obsaun Monopoli

East Timor President Jose Ramos Horta called for an end to Portugal / Timor Telecom monopoly and to liberalise Timor Leste telecomunication market to invite one or two new operators to invest in the area of telecomunication. According to the East Timor First Foreign Minister under first Constitutional Government said that Portugal Telcom forced the East Timor government to accept the 17 year monopoly otherwise the it would have rejected to come to invest.

During last week visits to Suai and Atsabe the leading East Timor Diplomat came out with strong statement over the telecommunication operator after listened to his people's complaints.

In october 2007 this newspaper conducted a national opinion poll 36,918 respondents of which 98% want the Timor Leste Government to end the monopoly and free up the Telecomunications sector. The result of the poll were submitted to the President of the Republic, Prime Minister Office and Speaker of Parliament.
Most of the people opinions are Timor Telecom is very expensive and very poor quality so they demand to the government to put pressure on Timor Telecom to reduce the price and provide better service to its clints. A Timorese senior high School student in Dili, Augosto da Costa Santos said Timor Telecom had very bad service to it's client and the connections is always busy and always delay our sms so I think it's time for government to act. Agusto From Liquica said some areas in Liquica itself do not have access to phone connection.

TT versus DIGICEL?? UNMIT Halo Mapa Kona Ba Kovertura Rede Timor Telcom. Diak ka lae?

On 6 July 2009, the President of the Republic Jose Ramos-Horta met with the Head of Digicel, Mr. Dennis O'Brien, in Dili Timor-Leste.

Digicel is seeking obtain a license to provide Telecommunications Services to the people of Timor-Leste. In 2002 the Government of Timor-Leste gave a 15 year monopoly to Timor Telcom. In October 2007 Tempo Semanal ran a nationawide poll in which over 95% of respondents were in favour of allowing competition into the Timorese Telecommunications market.

On the 4th June 2009 the ICT Timor-Leste Association facebook site published a report in which it came out very strongly against the telecommunication monopoly held by Timor Telcom. It states in the official language of Timor-Leste the following: in short it states that "The monopoly has to be stopped because it is against the interests of Development". This is also according to The Government the year of "Goodbye Conflict, Welcome Development"

Previously the President of Timor-Leste, the President of the National Parliament, the Minister of Finance, the Minister of Tourism Commerce and Industry, the Deputy Prime Minister - indeed virtually the whole Government of Timor-Leste, most Members of Parliament, and the publice service, and the international community in Dili, are upset with the ongoing monopoly and quality of service.

The Government established a Telecommunications Task Force in January 2008, and international staff on this task force are paid over 450,000.00USD/year, but to date there is no result.

According to GSMA Asia Pacific (GSMA AP) http://www.gsmap.org/about/ who performed a market analysis on Timor-Leste and its only Telecommunication provider, Timor Telecom made the following revenue

5,000,000.00 USD in First Quarter 2007
6,100,000.00 USD in Second Quarter 2007
5,600,000.00 USD in Third Quarter 2007
and
6,300,000.00 USD in Fourth Quarter 2007

23,000,000.00 USD TOTAL for 2007

But this report also says that Timor Telecom only has a 10.81% market penetration in Fourth Quarter 2008.
