Xanana repeated his accusation towards the Australian Government in the past by say, while our people still suffer the occupation the Australia and Indonesia flying over to Timor sea and drunk red wine mixed with our blood to share 50% to Australia cause they supported Integration and 50% to Indonesia because accept integration.

Jose Belo, Director Tempo Semanal Called to Court on 11 February 08 Case

TEMPO SEMANAL TVThe Dili District Court has instructed Tempo Semanal Director Jose Antonio Belo to testify on the case 11 of Fevruary 2008 in which Major Alfredo Reinado was killed, President Ramos-Horta seriously injured, and Prime Minister Xanana Gusmao attacked. The court sent two subpoenas to appear before the Court.  Upon receiving the first Jose Antonio Belo refused to appear before the Court, invoking his rights as a journalist to protect his sources.  Upon receiving the second notification Jose Antonio Belo appeared before the court on 27 November 2009. The court room was packed with suspects in regards to the 11 February 2008 case, including Timorese born and Australian raised Angela Pires.  Mr. Belo took the witness stand with a microphone at hand.  Leading Judge Basmeri asked Mr. Belo why he does not want to cooperate with the judicial system; Mr. Belo says that he is prepared to cooperate  as long as the process is not in breach with the professional journalists' code of ethics.
 
Subsequently, the Prosecutor Dr. Filomeno Cardoso and the Braziilian Defence Lawyer argued over whether a journalist should or not be required to present their evidence to the court. Dr. Cardoso insisted to put questions to Mr. Belo and he has right to refuse to answer questions if he wishes to.
 
However, the defence counsel suggested that the law which protected the right not to give any testimony before the court by religious people, health workers, bankers, lawyers and alos journalists was applicable to the matter.
 
When Dr. Basmeri asked Mr. Belo whether he is willing to give testamony Mr. Belo replied that, "As a journalist I don't want to breach my code of ethics so I refuse to give any testimony but if it's necessary I think the government and the law workers have to change the law then I can come and give my testimony here." The Judge let Mr. Belo go without providing any testimony to the court.
 
In April 2008 Jose belo was notified to appeared before the criminal police investigors to be investigated over his involvement regarding an interview with Gastao Salsinha by phone while he was on the run. The story was produced by Mark Davids from SBS Dateline programme.

Timorese Sportsfisherman Takes a Massive Catch

The fish caught by Oecusse man, Francisco Antone (the one in the picture holding his fist up, with a hat on backwards) and the crew of the "Ponder Yonder" (the boat in the picture, a 4.3m vessel, captained by Peter Cloutier) is known locally as a "serra" and is internationally known as "narrow barred spanish mackerel".  Its scientific name is scomberomorus commerson, and is one of the top gamefish targeted by blue water anglers or fishermen that seek big fish in offshore waters.  Fishermen fly to places like Cairns, Australia or Suva, Fiji to catch fish of this kind.  Yet they are unlikely to catch one of this size as this fish can easily be labeled as a "fish of a lifetime". According to the International Gamefish Association (www.igfa.org), the world record "serra" - a massive 99 pound specimin, was caught in Natal, South Africa, in 1982.  The fish caught by Francisco weighed in at 68 pounds some two hours after being caught with no ice or insulation to preserve water weight.  Despite the 30 pound difference, Francisco's fish could easily be one of the largest Spanish Mackerels caught anywhere in the world this year.What's more, the fish was taken very close to Dili, and with somewhat modest tackle and boat.  The boat, powered with a 2 stroke Yamaha 40 horsepower engine, was designed for estuarine fishing in Australia's Northern Territory, not big game fishing in the open ocean.  Yet this is not the first time small boats in Timor Leste have captured unusually large pelagic fish.  The same crew boated a Pacific Sailfish in mid-November that would have approached, in size, the fish that set the Australian record.  The crew has caught mamoth dogtooth tuna, wahoo, barracuda and trevelly, all within a thirty minute boat ride from Dili's Palacio Governo.  The Ponder Yonder also took first place in Timor Leste's First Annual International Sportfishing Competition which took place 27-29 November at Atauro Island with two large wahoo (124 and 134 cms respectively).

The  techniques used by the Ponder Yonder crew are not terribly sophisticated.  In fact, most of them could easily be used by Timorese outriggers to catch the same type of fish.  The crew has reserved a portion of the tournament's cash prize to invest in developing an indigenous sportfishing association, that has members who not only have the technical knowledge to catch big fish but the entrepreneurial skills and customer service talent to make a living by bringing tourists fishing.  With a healthy expatriate population in Dili and nearby tourist populations that value fishing-related holidays, such as Australia and New Zealand, opportunities already exist.

The key component in the equation is not tourism market or big fish potential.  Those questions have already been answered through the number and catches exhibited in the International Competition.  The key component is sustainability.  For any industry to be competitive and long lasting, the resource must be conserved.  Fortunately, the Government of Timor-Leste has taken great strides in working towards marine related conservation.  With the help of the U.S. Government, Timor-Leste is one of six countries in the region that is participating in a multi-million dollar project named the "Coral Triangle Initiative".  The Coral Triangle, which roughly encompasses the western points of Indonesia to the northern points of the Philippines to the western points of the Solomon Islands, is an area thought by some of the world's leading scientists to be the richest marine area on the planet.  The program aims to help countries develop 'plans of action' to not only conserve precious natural resources but assist communities in developing ways to sustainably generate income and assure food security.  The program could not be any more perfect for Timor Leste, as demonstrated byin 2009, when both income generation and food security were targeted as key components of the Government's National Priority matrix.

But Peter and the crew of the Ponder Yonder know that even though the opportunities for a 'fish of a lifetime' exist in Timor-Leste a lot of things will be needed to see a Timorese sportfishing industry evolve.  Infrastructure, tourism promotion, and micro-finance are just a few of the items needed to truly enable a market to develop.  Future Timorese skippers need not only training on current sportfishing techniques, but also on small business management, engine maintenance, and proper customer service.  Most importantly, they need to understand the relationship between the marine environment and the fish they catch, and realize that they must conserve and protect these resources if they are going to continue to earn money and eat fish for future generations.  Through the efforts of the Government through programs like the Coral Triangle Initiative, income generation and food security can be achieved, sustainably.  And the 'fish of a lifetime' for tourists around the world lies just a short boat ride away from the airport.

The Criminal Defamation Case Against Tempo Semanal Closed
A year ago Tempo Semanal published a series of stories that became known as the "SMS Scandal" in which it alleged corruption by the Minister of Justice, Lucia Lobato, along with Timorese and Indonesian business people in relation to projects under her Ministry.  These projects included the Becora Prison, uniforms for prison guards and Timor-Leste national identity cards projects.

Minister Lobato reacted angrily and in October 2008 she lodged a criminal defamation case against Tempo Semanal and its Director Jose Antonio Belo.

She reported the case of criminal defamation against Jose Belo to prosecutors. Belo was investigated by the International Prosecutor on 19 January 2009 and has been under city detention since then. He has to report to the prosecutor if he wants to travel away from Dili more than 15 days. Since last year Belo only made two trips out from Timor-Leste and had to refuse three invitations for foreign travel. He went to Australia for 10 days and to Indonesia for 4 days.

On 13 November 2009 PNTL delivered a two page notification letter to Tempo Semanal Offices in Palapaso Dili.

These letters informed Tempo Semanal officially that the case of Criminal Defamation has ceased on 15 June 2009 and was signed by International Prosecutor Jose Landim.

The Notification letter stated, “The crime of defamation was decriminalized by the new Timor-Leste Criminal Code, DL No. 19/2009 of 8 April 2009, as a result of which the accused can no longer be held criminally liable. 

It continued, “In effect, pursuant to the provisions of article 3, 1. of Timor-Leste's new Criminal Code, "nobody can be held criminally liable as a result of facts prescribed as criminal acts at the relevant time it was carried into action if the law subsequently ceases to consider it as a crime." 

“As such, because it is not now possible to continue with the criminal proceedings against the accused, the proceedings currently on foot are hereby ordered to be closed pursuant to article 235, 1. c) of the Criminal Code."


Tempo Semanal Director Jose Antonio Belo congratulated the Prosecutor General and all her staff to put the law in it's highest place. However, at the same time Belo was disappointed the case would not reach court, where the facts of the corruption case might come to futher public light.  Belo stateed that he is aware that the then Prosecutor General had demanded the Minister for Justice Madam Lucia Lobato to submit more evidence before the case could be sent to the court. 

“I and Tempo Semanal have been left in confusion for an entire year and we don't know the situation of the case against us but this afternoon we have receive this notification letter,” said Belo on 13/11/09 in Tempo's office.

“I as a Timorese journalist very sad to see our Minister of Justice's actions by lodging a criminal difamation case against myself and Tempo Semanal while her office producing the New East Timor Penal code which decriminalized defamation,” Belo said.

He continued to say that, “it seems like the Minister for Justice is confused about Timorese law.”

Belo stated that he would like to make it cleared to Tempo Semanal readers that, “we are not afraid to go the court to prove our story that's why we have request the kindness from the good office of the two deputy Prime Minister to encourage the Minister of Justice to carry on the case.”

It remains unclear if the Minister of Justice will ever faces charges in relation to the accusations of corruption that have been made against her by this newspaper, the Provedor, the Parliamentary Opposition and many others.

Pakote Referendum: $70 million Minister Finance legal or illegal?

In late October 2009 Timor-Leste Minister of Finance, Emilia Pires, appeared before Parliament in answer questions in relation to the 2010 National Budget plan and budget execution against the 2009 budget.The Opposition was highly critical of the so-called PAKOTE REFERENDUM, for some 70 million USD of public works projects which has not been approved by Parliament.

The Governing Coalition AMP says that it is legal as it has been transferred from a similar line item in the budget from Ministry Infrastructure - while the largest Opposition party (FRETILIN) says it is illegal and that they will take the Government to court.

In fact most companies related to the FRETILIN  such as the Alkatiri linked Hidayat company are likely beneficiaries of the PAKOTE projects.


The Leader of PUN, Member of Parliament Fernanda Borges, challenged the Minister in Parliament mos strongly calling for her to explain where the money comes from.

Minister Pires promised that she would find out where the money would come from and that the Prime Minister is preparing an explanation as she does not know herself exacly where the money orginates from.

However, she rejected to go into details on the issue.  However, Borges, the former Finance Minister during the Transitional Administration 2001-2002 and initially during the Alkatiri Government (but she resigned in 2002) was dismissive of Minister Pires.

When heaing the Minister's explanation Borges retorted with a high tone. "Miss Minister today, I didn't asked the explanation from the Prime Minister but I want to the legal basis by which you transferred the funds to make this supplemental budget, because more than $70 milion USD is not something to joke with.  Without a legal basis means it is illegal."

Bere Returned to Indonesia: Amnesty International and National Civil Society Condemn the Move.

For more than two months the case of Maternus Bere has created scandal for the Timor-Leste Presidency, Government, National Parliament and civil society.

On Friday afternoon 30 October 2009 the Indonesian Embassy called the Minister of Justice Lucia Lobato to inform her that Maternus Bere has been sent back to Indonesia.




“On 30th, last Friday, I have received information from the Indonesian Embassy which to informed the Government that Maternus Bere's health situation was getting worse,” said Lucia Lobato. 

The Minister of Jusktice tried to convince the public that it was for humanitarian reasons that the Government let Bere out of prison.

“Because of the Humanitarian reason I think we can concede to this situation. Once again after we have past through a long process I would like appeal to all the Timorese people for their understanding to see this case as the one which is in the national interest.”


Lobato stated that “He is suffering from three or four kinds of illness such as kidney ailments, Tifu Afudu (Portuguese language), malaria and high blood pressure and the Indonesians were very preoccupied with his health situation also the medical team have went to do test in the embassy,” Lucia said

The Indonesian Government placed alot of attention on the matter as bere is their citizen so with urgency they have evacuated Maternus Bere out of Timor-Leste into Indonesia on Friday last week.”


However, the Minister of Justice would not give details at the press conference stating that, “there were a lot of concerns and the Government have to give full information to the public which willing to know the last details information of maternus Bere's case.”

She reiterated that, “at this moment Maternus Bere is in Indonesia and he has left Timor-Leste on 30 October last and he is no longer in the Indonesian Embassy.”

We all know that we have dealt with a big issue in regard to Maternus Beres Case,” Justice Minister Lucia Lobato informed journalist in Dili today.

She said that, “We have confronted a difficult situation.” But she praised the ability of Timorese to solving their own problem as, “Once again it shows that Timor-Leste can resolve our own problem even we have a lot of challenges but we can overcome this situation.”

The Opposition party in the National Parliament alleged that the Government help Martenus Bere to escape from justice.

Minister Lobato rejected to give any comment to the allegations and she only referred to the Prime Minister Gusmao's statement before the Parliament during the motion debate last month. “I think I will not come here to explain again this case because we all must informed by the PM's declaration before the parliament,” Lucia said.

Lucia Lobato doesn't know when Maternus Bere left Timor Leste but she only confirmed that she was informed by the Indonesian Embassy in Dili on Friday Last week.

“I don't know whether he has left on Friday morning or he was still in Dili when they informed me.” She told the journalists if they want more details to ask the Indonesian Embassy.

But the civil society and youth groups disagree with the government position. 

Just more or less a hundred meter from the government building a large group of young people were preparing to celebrate the anniversary of the Santa Cruz massacre in 12 November 1991 in which Indonesian security forces massacred over 300 people.

These groups have photo exhibitions to remind the Timorese younger generation that many people are still missing and the families have not found their remains.

Edio Saldanha a member from the organising committee said the justice must occur in order to prevent more violence in the future.

“In relation to Maternus Bere case we are also not satisfied and do not accept the Government's position.”

He [Bere] was involved in  [the Suai Church] massacre in which three priests, and many people were killed and there were also many sexual assaults against our sisters in the past.  And now our leaders like President Horta and Prime Minister Gusmao released him in violation of our laws - and the Prime Minister even said so in the National Parliament - so the act is in violation of our laws" explained Mr. Saldanha

Edio said, “We demand the Prosecutor General start to process these violations of our law and our Constitution."

"The release of Maternus Bere is viewed as insult to the justice system in Timor-Leste and Government gives priority to the militia and pro Autonomy people then justice for the victims of TNI and pro Jakarta Militia.{ “We can see from this means the state does not give justice to the victims,” said Mr. Saldanha.

On 19 October this year Mr. Saldanha himself me with with the survivor and relatives of the victims of the Suai church massacre. The people are very concern about Maternus Bere released and feel that the state is not concern about the justice for the victims.

“They feel sad and angry because the government took decision without consulting with them, the leaders made a decision which is against the law. The leaders always said everybody must be same before the law but later they released Maternus Bere this is make people are sad because the woman lost their husband, the kids suffer trauma because they lost their father, the parents angry because their children were killed so if there is no justice like today they promised if there any other militia member came again better we kill them as they did to our love ones. Means and eye for an eye because they killed our relatives they are still free means when we get killed any militia the government have to let us free as well.”

Amnesty international sent a three paragraph statement to Tempo Semanal stating that, “The transfer to Indonesia of this fugitive from justice perpetuates the pattern of impunity for crimes against humanity and other crimes which occurred during Indonesian occupation of East Timor. Both the Indonesian and Timor-Leste governments appear unwilling to uphold the rule of law and ensure that perpetrators of crimes against humanity are brought to justice, in clear violation of international human rights law and standards.”


In the weeks before Bere's release Amnesty International issued a recommendation to the United Nations Security Council to establish an international tribunal for Timor-Leste.  This agered President Horta, B=Nobel Peace prize winner.

”In this context, Amnesty International renews its call to the United Nations Security Council to step in and establish an international criminal tribunal to bring to justice all those responsible for crimes under international law between 1975 and 1999 in Timor-Leste and to ensure reparations to the victims."

Over 300 individuals who were indicted by the UN Special Panels for Serious Crimes for crimes against humanity and other crimes remain at large and are outside the territorial jurisdiction of Timor-Leste. It is believed that most of them live in Indonesia. The Indonesian government has so far refused to facilitate the extradition of those indicted on the basis that it did not recognize the UN mandate to try Indonesian citizens in Timor-Leste.'[Amnesty International]


The release of Maternus Bere on 30/08/2009 from Becora Prison and transfered to the Indonesian Embassy in Dili angered various groups in Timorese society. 

Hours after the release of Maternus Bere the President appealed for peoplel to forget the past and declared publicly that there will be no International Tribunal for the past crimes in Timor-Leste.  The authorities dispersed a demonstration in front of Hotel Timor and arrested several studnt demonstrators who were calling for an International Tribunal

In September 2009 the National Parliament voted against allowing the President to leave the country to attend the United Nations General Assembly in New York.

President Horta threatened to resign in reaction to this move by Parliament. The next day on 08/09/09 Parliament acceded and voted to allow Horta to travel.

The High Court President Claudio Ximenes said that those who released Bere have committed crimes and has called for an investigation

In mid October Opposition Parties generated a Motion to Censure the Government in Parliament over the Bere case.  Appearing before Parliament Prime Minister Xanana Gusmao accepted responsibility for the release but claimed it was legal as it was not a release but a transfer.  AMP/Government Members of Parliament who form a majority in the legislature defeated the opposition motion to censure.

Maternus Bere came to Suai on 05/08/2009 for some family reasons but he was threatened to be beat up by the locals on 08/08/2009 after the Sunday church ceremony in the same church were he and his man gun downed 3 priests and many Timorese refugees on 06/09/1999.

Alkaltiri Attacks Xanana Over Land for Rubber Deal - Zenilda Gusmao Involved

Former Prime Minister of Timor-Leste, and Leader of the Opposition, Mari Alkatiri, has condemned Prime Minister Xanana Gusmao's deal to sign over 250,000 hectares of land (see full story in Tetun here) MALTIMOR Lda which is owned by Commander Tan Sri Datuk Eugenio Campos (a Timorese born Malaysian businessman) and Portuguese Consul to Malaysia.

In October 2007 Mr Campos met the Prime Minister Gusmao and members of his staff to discuss the possibility of Campos' future investments in Timor-Leste.

Campos expressed an interested in investing in the tourism, aviation, agricultural and infrastructure sectors

After several meetings in November 2008, Mr. Gusmao signed over the 250,000 hectares of land to Maltimor Lda. which is co-owned between Campos and his daughter Zenilda Gusmao.

The company proposed to use land for rubber plantations in Suai, Ainaro, Same, Vikeke and Lautem districts.  However, the Ministry of Agriculture has yet to approve the deal; and has indicated that there is no land available because some of the areas have been allocated for Heavy Oil plants.

AETL demands that the PM Sacks the Vice Minister of Health - Madelena Hanjam

On 2th of October 2009 the AETL (Nurses Association of Timor-Leste) sent a letter to Xanana Gusmao Prime Minister of Timor-Leste demanding that the Vice Minister Of Health Medalena Hanjam be replaced for reasons that she has abused her power.

"We want the resignation of Vice Minister for Health, Madalena Hanjan because she destroying the systems inside the Ministry," said Luis Lobato the head of AETL(17/10).

On the afternoon of 19/10/09 the health workers gathered in the Delta Nova building to declare the war. "We are not against the Government that headed by our big Brother Xanana Gusmao, "Lobato said.  But we demand the sacking of the Vice Minister."

The Legacy of Maternus Bere in TL

The President of Timor-Leste Jose Ramos-Horta has recently returned from traveling to Jakarta for the inauguration of Indonesian President SBY yesterday at 19/10/2009.

Horta returned from Jakarta on 21 October 2009 via Indonesian airline Merpati.


During a press conference in President Nicolao Lobato Airport in Dili he said he denied information that former ex-Laksaur milita commander Maternus Bere has been moved from Timor-Leste from the Indonesian Embassy in Farol Dili via an Indonesian Embassy car on 20 October.



According to a Tempo Semanal source within the Government before Horta left the country on 19 October that he called for an urgent meeting with acting Prime Minister (Vice Prime Minister) Jose Luis Gutteres he left the country on 19/10/09, to discussed the Maternus Bere case. 

The source said, "The President is concerned about Bere's health and that the case of Marternus Bere has to solved in the near future." 

Apparantly Bere has some health problems and Horta urged to resolve this case as soon as possible.

The deputy Prime Minister Jose Luis Guterres called the Minister of Justice Mana Lucia to his Office late in the morning of Monday 19 October before the President's plane left from Dili. Today there were some informaion circulating with the office of Government said Bere has left Timor Leste for west Timor last night with an Indonesian Embassy car. 

At least the Indonesian Embassador to TL confirmed to Tempo Semanal on 21/10/09 in Dili airport that Maternus bere still in Dili and they are working with the government to solve the issue.
Martenus Bere came to TL on 05/08/09 to participate in a funeral of one his relative in Suai district which suffered from Militia attacked in September 1999. 

The Laksaur Militia commander was arrested in Suai on 09/08/09 prior to 10th anniversary of the Suai Church massacre which resulted the famous masscre after UN referendum loss to pro Autonomi on 06/09/1999.


Bere has been released on the 30/08/09 from the preventive detention in Bekora Prison and caused a major scandal for the Timorese leadership. The Oposition call for a vote no confidence which was defeated by the AMP MPs and only 25 vote for from the opositions parties in TL Parliament. Acording to Tempo Semanal sources that even though the Opposition have lost the vote of no confidence that they have a plan to take the Government to court.


This action will done in conjunction with the civil society. The Fretilin party didn't confirmed it's involvement in bringing Gusmao to the courth but DR. Alkatiri said, "We koew that civil society organisations are working on taking the Government to the court."

Horta Urges Timor Telcom Not to be Afraid

In answering questions from journalists regarding the Timorese telecommuincations sector and the populations demands for better service for the country President Jose Ramos Horta praised Timor Telcom for reducing prices in the last month.

A few months ago President Ramos-Horta was highly critical of Timor Telcom calling for the Government to liberalise the telecommunications sector.

 

Now he says "do not be afraid of competition".

He informed the public that the Government has given Timor Telcom 6 months until March 2010 to cover the entire country with their network or there will have to be a renegotiation of the monopoly that Timor Telcom currently holds.


Horta said that he is in support of liberalising the telecomunications sector in TL.

The Dollar Dives and Horta Encourage Government to Use Oil Fund

President Jose Ramos Horta, Horta who just returned from Jakarta said he wants the 2010 government budget to put substantive budget resources towards the country's infrastructure.

"If the government put a major budget allocations towards the roads I will be 100% in support of it." he told the journalists in the Dili airport. 





The Timor-Leste roads networks is in pain even though millions has been spent to rehabilitate the natioal road network.

He emphasised that, "This country needs roads, roads and more roads, first class roads." "If we want to develop the economy. Develop the culture. if we want to improve services and delivery in education and health. And if we want tourism, we have to develop our road network," Horta argued.

According to Horta this is going to cost money and he wants Prime Minister Xanana's government to take out money from the Petroleum Fund to do it.

Horta called on the international monetary agencies to remeber his 2007 preocupation in regard to world economy. "In july 2007 when I took office as President, I imediately called the World bank, IMF, ADB and they all came to see me. I told them that I was very worry about the world economy in particularly about the depreciation of US dollar. No one listen to me. Now US Dollar is down 30% since march this year," he said with smiling face.

At this stage Timor revenues from oil and gas in Bayung Udang is saved in a US treasury bonds in USA. Horta is now worrying about TL's 5 Billions US dollar in USA treasury bond. 

"So it means the five billion Dollars we have in US treasury bank a year ago now you can reduce it by 30%. Because the purchasing power of US dollar gone down to 30%."

Horta also concerned about the cost for TL embassy in Europe will increased because US dollar is weakening against Euro. "I talk to our Foreign Minister Zacarias da Costa on the plane that how is going to estimate the budget for our embassy in Europe. You calculate a year ago in Dollar but now Euro went up 30% against dollar," he said.

For all this reason Horta give full support to PM Xanana Gusmao's governmnet to withdraw the oil fund from US Treasury bonds and starting to invest in East Timor's infrastructures. "I would support the governmnet if the Government want to use petroleum fund, NOW, to spend on roads, on bridges and on educations. He argued, " the longer we keep the money only in US treasury bond the more value we loss.And we are already losing."

Timor-Leste's President suggested that the Government start to establish a team to explore other investment options for the fund.  Horta suggested European, Japanese and Australian bonds. "So the governmnet should diversify and get out from US Dollar, apply in others Treasury bonds in particularly Europe and Japan."

Horta said he really appreciated the strength of the American Economy but, "At this stage the situation is very dangerous," for the US Dollar.

Horta ruled out some biggest economic power in the Asia -  China - starting to preoccupied with the money in US treasury bond. "I tell you the Chinese are very worried, extremely worried about their assets in USA accounts."

Horta is concerned if in the near future there is a run on the US economy and to take out their money from US means "our US$ 5 billions dollar collapse in value."

Horta said, "So I told the government to make a courageus decission in using the money in US Treasury bond to pay for our infrastructure." 

He continue that at least TL building the infrastructure rather than keep it in New York. "We already lost 30% and no one is talking about it. He told the media that TL has already lost 30% by virtue of the fact that since March 30% depreciation of US Dollar plus inflation."
 

Most of the Timorese don't understand the the issue of their US$ 5 billions is losing 30% of its value because not many in Dili are talking talk about it. This is first time ever publicly Horta said, "We kept talking about US$ 5 billions but one Dollar you can buy a year ago is not what you buy today."

American Marines Are Tourists in TL

Timor-Leste is safe for the American Troops. 

President Jose Ramos-Horta told reporters in Dili last week that Timor-Leste is more stable and more calm because people are do not want violence any more. 

He said he has handed out questionaires to to senior experts on thier opinion of Timor's security challenges 

"I am very optimistic that East Timor is very peaceful now," Horta said.

 

"The Australian Side ISF is already considering to send home more than 100 troops, so by early next year there will be significantly less troops here, probably less than 400," according to President Horta his new Palace office.

He praised the East Timor Police (PNTL) and Defence Force (F-FDTL) for doing very well during the recent local elections  "We have made a tremendous effort in the reform of PNTL and F-FFDTL", said Horta. 

He said if Timor-Leste was unstable then there would be no US Marines on Timor soil now, stating the Americans are senstive about security.

"They at this state there is an American war ship with more than 2500 marines on board in the sea between Dili and Atauro Island. They are here to conduct a joint training with F-FDTL and the ISF  from Australia and New Zealand defence personel now in Timor Leste. The American Marines are also doing Humanitarian assistance to some Timorese clinics and other institutions."

On Dili Streets many American marines are on foot enter bars and Restaurant.

They are real tourists.

Timor-Leste: Gone Fishing

The President of Timor-Leste, Jose Ramos-Horta announced on Thursday 14 October last week that there will be an international fishing for the first time in Timor-Leste.  It will take place in between Dili and Atauro. Horta expected that in this Timor-Leste fishing competition will become a flagship event that will draw keen anglers and sports fisherman from around the world.


 
Horta's vision is to promote Timor-Leste as a touris destination.  Recent studies have shown that Timor-Leste is a haven for a massive variety of sea life including whales, fish, turtles and dolphins north off the north and south coasts.

Horta said that there will be fee for this competitions and there is easy access for the participanst to reach Dili, From Australia, Indonesia and Singapore.
