THE EMILIA AND ALFREDO PIRES HEGEMONY OVER PROJECTS SUCH AS G7 AND TACI MANE

Sister and brother Emilia and Alfredo Pires are trying to inscribe their names in the history of Timor-Leste through G7 or Taci Mane-like projects. They are very good at using opportunities (opportunists) and also at using other people’s sweat and effort (parasites). They sit in in their air conditioned offices and homes, did not spend any time campaigning, and suddenly they have the good fortune of becoming Finance Minister and Minister of Petroleum, their fate arising from Xanana’s big name, according to the “law of the least effort”.

The Melbourne Mafia is very smart when building their structure and putting together their people, and they dominate the Vth Constitutional Government for their own long term self- interest. In this case, the strategic positions are Finance Minister to manage the Government funds, Petroleum Minister, as petroleum is where the government gets all its money, the President of the Council of Ministers, this being the place where important agendas are elaborated and discussed and decisions at high level made, in a way totally controlled by the Melbourne Club Mafia. The Melbourne Club Mafia is aware of our Older Brother’s weaknesses, which helps them achieve their objectives. Facts and evidence will expose their maneuvers and manipulations.

Let’s analyze the trajectories of the Melbourne Club Mafia

Emilia Pires, as the Finance Ministry from 2007 onwards, tried to appropriate the G7 group for her personal projects, showing her performance inside Timor-Leste as well as outside. Inside Timor-Leste, she tried to convince Prime Minister Xanana Gusmao to trust her so that she could impose her personal self-interested views as well as her cronies’ of the Melbourne Club. In that view, she tried to manipulate and dominate economic strategic sectors such as Finance and Petroleum and to manage the Petroleum Fund.

She attempted to convince the International Community through the World Bank Financial Institution. Her strategy for obtaining the trust of the World Bank is to use the flag of the fight against poverty through the institution of G7 so that in the end she could one day become a World Bank manager. She wants to emulate Sri Mulyani, a former Finance Minister from Indonesia, who became a World Bank manager. Emilia is confident that she could use G7 as a springboard to get acquainted with Ban Ki Moon, Secretary General of the United Nations, and get nominated to the world class United Nations Millennium Development Goals Panel. AgioPereira, as the spokesman of Government, releases communiques in praise of Emilia Pires while other members of Government that do not belong to their group do not receive any attention despite their achievements.

In the worst cases of manipulation of the decisions of the Council of Ministers, the final version sent to the President of the Republic for publication in the Journal of the Republic is contrary to the decision. There are many examples, such as when the Government decided to lease the SAPT building to ENSUL for 99 years and the then Minister of Justice expressed his desire to re- examine the issue, which was not authorized by Agio Pereira. The same thing happened about the appointment of the temporary Chairman of the Board of RTTL, Esposito Ximenes, whose mandate was supposed to be for the duration of the Government only and a new Chairman should have been appointed by the new Government: in reality, it was learned later that the appointment of Mr. Esposito Ximenes had been recorded in the Journal of the Republic for a four year mandate.

Manipulations by Emilia Pires

Emilia Pire’s actions have demonstrated her ambition: to add the Foreign Affairs Minister’s portfolio to her own Finance Minister portfolio. According to the constitution of the Democratic Republic of Timor-Leste, the mission of the Foreign Affairs Minister is to execute the external affairs policies. A few years ago the then Minister of Foreign Affairs Zacarias Albano da Costa had a confrontation with Emilia Pires and big boss Agio Pereira of the Melbourne Club, involving Xanana. Emilia Pires had lobbied an Indian IT Training Institute to accept students from Timor. It appeared later that the Institute had no international recognition. More seriously, Emilia Pires sent her Director General for Cooperatives to sign an agreement, in violation of state protocol: in the case of a treaty between nations, in absence of the Minister, only the Vice-Minister is entitled to sign. Director General Santina Cardose was made Vice Minister and the decision was forced on old man Xanana.

In this Vth Constitutional Government, Jose Luis Guterres doesn’t have any power as foreign Affairs Minister, he doesn’t execute any foreign affairs policies, he just attends to meetings and establishes agendas according to Amelia’s strategic interests. Amelia Pires grasped the role of Foreign Minister so that she could solve the problems of the world and implement her ambitions with regards to the G7. Inside the country, Emilia Pires and Agio Pereira use Xanana’s influence to fulfill their own economic objectives. For all things, the final decision is theirs. For example, recently, before the formation of the Vth Government, they were not part to the electoral campaign efforts, but although the CNRT Party Structure was the one to really work hard, in the end it was not involved in the decision making to form the Government. The ones who decided were Agio Pereira, Emilia Pires, and the Melbourne Club.


Dionisio Babo is nominally the Secretary General of CNRT, but in reality the Secretary General is Agio Babo, advised by Emilia Pires. The list of cabinet candidates that was presented to Xanana was elaborated by Agio Pereira and Emilia Pires of the Melbourne Club.

prepared by the Executive Structure of CNRT did not even reach Xanana. This shows that the Melbourne Club tries hard to isolate Xanana from the structure of CNRT.

The composition of the Vth Government clearly shows that the Melbourne Club Mafia is consolidating its power through enhanced portfolios: Agio Pereira, Minister of State, President of the Council of Ministers, Emilia Pires, Finance Minister with a portfolio reinforced by that of the former Economy and Development Minister, Joao Goncalves, and Alfredo Pires, promoted from Secretary of State to Minister, thus gathering the power to make all the decisions for the big projects of Taci Mane, Greater Sunrise, etc. The Melbourne Club Mafia installed their people in all the key positions of the economy: Petroleum Fund Manager at the Finance Ministry, ANP, Timor GAP, FCDH, CNA, etc. The Melbourne Club also tried to obtain $200 million more for the budget by using the Petroleum Fund and financial operations on the international market. Emilia Pires with her Melbourne Club Mafia has also installed her agents in all Ministries and more importantly in the Cabinet of the Prime Minister where a strategy was elaborated to ensure that their messages reach the Prime Minister at the appropriate time. Before meeting with the Prime Minister to impose their plans, Emilia Pires, Alfredo Pires and Agio Pereira first call Elizabeth Esposto to inquire whether “the Prime Minister is in a good mood or not”. If Elizabeth says “the Prime Minister is in a god mood”, then they go and see Prime Minister Kay Rala Xanana Gusmao. A concrete result is the Hera port and there are many more.

Emilia Pires, Alfredo Pires, Agio Pereira and their Melbourne Club Mafia enjoy a special treatment: for example, only just recently, before the Budget Ratification, all members of government had to stay in Timor to discuss the issue. However, the Melbourne Club could enjoy their holiday abroad, instead of staying home to discuss the Budget Ratification.

The Budget Ratification wasn’t obtained yet that Agio Pereira went overseas, and Alfredo Pires and his Melbourne Club spent the holidays in Bali, at Nusa Dua, while other Members of Government were in Parliament, responding to Parliamentarian criticism.
Emilia Pires manages to impose her desires and ambition to appropriate G7 in order to promote herself so that one day she can obtain a position of responsibility within some international financial institution. She takes advantage of Prime Minister Kay Rala Xanana Gusmao and other available resources, technical and financial, at her office to promote her activities at G7 level. Helder da Costa is the intellectual PhD and the Master of Ceremonies to promote Emilia Pires’ image, prestige and name within international financial institutions, so that one day she can develop some career at the World Bank.

Evidence of these self-promotional efforts is to be found in the “Four Corners” program of Australian ABC on October 1st, 2012. She showed herself on television, discussing tax matters related to Bayu Undan, claiming that ConocoPhillips owed $3 billion in back taxes. I have the feeling that this is some big absurdity. Why did she not wake up until now? Five years in the job and Emilia Pires’ and Alfredo Pires’ teams were not interested in the matter until now? Didn’t the tax teams of the Ministry of Finance and the accounting team of ANP monitor the production quantities weekly, monthly and yearly? More ironically, upon inquiring ourselves with ANP in the past, we found the data there were absolutely inconsistent. When we inquired about the correct data from the Australian Resource Department, we were told that ANP was in charge of all that information (big confusion).

Later on, a lady from the Australian Resource Department came to visit Emilia Pires and when she inquired about production quantities, Emilia said: “I don’t know!” (big absurdity). She should have said: “I don’t know the exact quantities but however I will let you know after I consult with the relevant division”. This shows Emilia Pires is a “dimwit”.

Alfredo flew to Suai in a UN helicopter with the ABC reporter to make propaganda for his mega project, Taci Mane. They then went to Hera to show the Power Plant and he said that the pipeline from Sunrise would supply the gas for the Power Station. More ridiculously, Alfredo promoted the Hera Power Plant as his own project, within his portfolio. According to regulation, he should have invited Januario Pereira, the Secretary of State for Electricity, to accompany him, as this project belongs to Januario’s Department.
I asked Januario about the visit and he said: “Brother, I didn’t know”. I told Januario: “you must be careful with the Melbourne Club Mafia, we will end up like headless chicken”. Also, “we cleared the land, sowed the seeds, harvested the crop, took the crop to the house and cooked, after which the Melbourne Club Mafia stole all the food from us. They eat and are satisfied, but we only have air to fill our bellies and by the end of the day we will be sick”.

I have no idea how Alfredo will bring the gas from Beaco to Hera. Which means of transportation will he use? Pipeline? Ships? Trucks? From the way it looks his concept is not very clear. How can Alfredo achieve success? I have a lot of doubt about Alfredo’s capacity to carry out his Taci Mane project. In the next article, I will describe in detail all the reasons why the Taci Mane Project will not succeed, so that readers can appreciate the issues and make their own assessments.

Practice is the criterion of truth, acts derive from thinking. From their behavior, I am convinced that the Melbourne Mafia now in the Vth Government dominates the strategic sectors of Finance, Petroleum and the Presidency of the Council of Ministers, with their own agenda about all the important national issues. I can see that some members of the Vth Government are clever, but they don’t have the courage to counter the Melbourne Club Mafia.

How can we fight the manipulations of the Melbourne Club Mafia?

This is the responsibility of all, Parliamentarians, Politicians, Academics, Businesspeople: all together we have the strength to destroy it.

Former East Timor Freedom Fighter Struggle To Liberate TL From Portugal Telecom Monopoly

Prime Minister Xanana Gusmao in his speech to the Timor-Leste Chamber of Commerce and Industry said the country economy is growing rapidly, benefiting from substantial investment in the physical infrastructure we need – roads, bridges, electricity, water and waste among others. He also informed the Chambers that his Government Priorities in investing in human infrastructure to improve population’s access to health services and education. He recognised these are all essential foundations for developing a thriving business sector – one that brings better products and services to our people, creates jobs and opportunities for all segments of our society. But in the mean time Time East Timor Freedom Liberation leader recognized the importance of Free East Timor Telecommunication market from Portuguese Telecom Monopoly.

"At the moment in Timor-Leste, all of our electronic information communication is handled by a single company. We are one of the last countries in the world to have this crucial sector still under monopoly. In the South Pacific, countries like Fiji, Papua New Guinea, Solomon Islands and Samoa have all introduced competition and have benefited with better and cheaper services – and more investment in telecommunications networks. Our neighbors in Indonesia, Malaysia, Vietnam, Cambodia and Singapore, all have competition," Xanana said.

In 2002 the under East Timor Government signed of a monopoly agreement with the Portuguese Telecom in the East Timor. 

"We have a monopoly for historical reasons – shortly after our independence, we signed a 15 year exclusive Concession agreement with Portugal Telecom in 2002, which owns the majority of Timor Telecom. But these are public services that can’t simply be left under monopoly. Coming out of conflict is no excuse. Lots of countries have had terrible conflict but introduced competition in telecommunications – Afghanistan, Angola, Ivory Coast, Kosovo, Palestine and Rwanda, for example."


"One of the key foundations is our information and communications technology sector. Businesses depend on information – information about prices, about delivery schedules, about product offers, wholesale markets, retail sales, and so on. Just about everything you can think of in business depends on information," Xanana said in his speech.

He said businesses need to be able to communicate that information here in the country and abroad. "We need to be able to communicate with our foreign investors, export markets for our products, trade partners for our imports. We need to be able to communicate with our foreign government and institutional partners," he explained.

"Our economy needs a healthy variety of telecommunications services to grow and to innovate. We need to be able to make and receive phone calls abroad that get through reliably and are at reasonable prices. We need higher speed access to the world’s information highways so that we can be integrated into the world economy."

During Xanana's Campaigned for parliamentary election in 2007 he promised to liberalize the Telecommunication market in Timor Leste and before the chamber xanana said, "I have come here today because I believe that my government and your Chamber can work together in bringing about the next big leap in Timor-Leste’s ongoing development, the introduction of competition to its telecommunications sector," Xanana told the audience. 

On June 22nd this year, the Council of Ministers recognized the importance and urgency of introducing reform and competition to the telecommunications. "We adopted the National Telecommunications Policy, which had been launched a year earlier. That Policy states our government’s clear intention to realize three key objectives for the sector: to allow new service providers to enter the market, to encourage a vibrant competitive market and to establish a healthy regulatory environment."

"One of the first steps we have taken to implement that Policy has been to seek agreement with Timor Telecom to transition from monopoly under its Concession to competition. We are aware that in the last few years, Timor Telecom has been making substantial investments in its network and services and increasing its reach to serve more of the population."

"But it is clear that the ongoing monopoly hinders the ongoing growth and expansion of our country’s telecommunications sector – and so our businesses and economy as a whole."

"All over the world, countries with competitive markets for fixed, mobile and broadband services demonstrate every day that competition is the key to investment, innovation and growth. The introduction of competition has consistently brought lower prices, better quality services and more choice."

"With these benefits in mind, our government has delivered a copy of the National Telecommunications Policy to Timor Telecom and seeks to agree the terms of its transition from monopoly to competition without delay. We are targeting the end of October this year for the conclusion of negotiations with Timor Telecom, and plan to license new service providers so as to allow them to start providing services in early 2012."

"We believe that Timor Telecom stands to gain through this. We hope it does – we want Timor Telecom to be a strong and successful telecommunications company. We believe that competition will create a vibrant and growing market in which Timor Telecom stands to be a leader over the long term."

Xanana said Introducing competition and establishing efficient and well-functioning product and services markets will support creation of more jobs, boost productivity and enhances the incentive to invest and innovate. It is essential to the ongoing development of Timor-Leste and for the development of your business. At the moment there are several telecom companies such as Digicel and another indonesian company have indicated their wiliness to compete with Timor Telecom

Political Earthquake: Major General Taur Matan Ruak to Run for President.

Reliable Tempo Semanal  souces said that the Chief of the East Timorese Defence Force, FALINTIL-FDTL has strongly indicated in public and in private that it is his intention to soon resign from the defence force because he intends to run in the 2012 Presidential election.

Ruak’s most serious competition on the Presidential elections likely includes FRETILIN’s President Fransisco “Lu Olo” Guterres, current President Jose Ramos-Horta, and the President of the National Parliament Fernando Lasama.  Some indications include that Deputy Prime Minister Jose Luis Guterres will also candidate himself.

According to Tempo Semanal sources General Ruak will resign from the national defence force by the end of the year and quickly announce his candidacy as a civilian citizen for the Presidency in early 2012.

According to Tempo Semanal sources, General Ruak informed the President of the Republic Jose Ramos-Horta in late June 2011 that it was his intention to run for the Presidency.  President Ramos-Horta indicated to General Ruak that it was 90% certain he would not run for the Presidency again.  According to TS sources President Ramos-Horta shortly afterward met with Prime Minister Xanana Gusmao and the Secretary-General of FRETILIN Mari Alkatiri and informed them that General Ruak intended to resign from the defence force and candidate himself for Presidency.

After hearing that General Ruak intends to run for the Presidency on 22 June 2011 President Ramos-Horta indicated that he is almost certain he will not seek re-election.

General Ruak is known to have strong popularity in the ranks of the FRETILIN Opposition but is also known to have strong ties to Prime Minister Xanana Gusmao based on common experience in the guerrilla struggle.  General Ruak’s position as a military officer has been carefully independent of political party position, but it is known that he privately questions the agendas of many civilian political leaders.  According the TS sources General Ruak understands that he can only play a role in national politics as a civilian, so he must resign from the defence force.

Major-General Taur Matan Ruak is a 24-year veteran of the armed struggle against Indonesian occupation between 1975 and 1999.  However, he is not of the older generation who played leadership roles in the 1975 civil war.  He is both of the past and the present and the future.

General Ruak was a field commander in FALINTIL during the 1980s and 1990s.  After Xanana Gusmao the commander of FALINTIL was captured in 1992 and later on Konis Santana was declared field commander in 1993 Ruak was appointed Chief of Staff of FALINTIL with responsibility for military operations.

After Santana died in March 1998 Ruak was appointed field commander of FAILINTIL.

In 2000 upon the resignation of now Prime Minister Xanana Gusmao from FALINTIL, Ruak became commander of FALINTIL.

On 1 February 2001 FALINTIL was transformed into the modern defence force FALINTIL-FDTL.

Between 2001 and 2006 Ruak was the lead uniformed defence leader in Timor-Leste under the civilian leadership of the FRETILIN government. Ruak came under considerable pressure in 2006 and 2007 for the real and perceived mistakes made by the defence force during the crisis.

Since 2007 under the civilian leadership of Prime Minister Xanana Gusmao and the Secretary of State for Defence Julio Pinto, Ruak has made many changes in the defence force. Numerous soldiers have been rewarded from professional success and a large number have been dismissed for misconduct and even crimes that the civilan justice system cannot process.  The defence force is also in a stage of advanced development regarding naval and even air components and is soon the join international peacekeeping efforts in Lebanon in the UN peacekeeping mission UNIFIL.

General Ruak “Jose Maria Vasconselos” is from Baguia subdistrict in Baucau.  He speaks Makassae, Naueti, Tetun and Portuguese.  He is also a self-taught English speaker.  He is known, as being a strong-minded frontal personality who has conviction is positions.  General Ruak was recommended for prosecution by the UN Independent Commission of Inquiry into the event of the crisis of 2006.  He is also known to have fully cooperated with this commission in its fact-finding efforts.  He was subsequently cleared of allegations.

General Ruak is married to Isabel Ferriera of Manufahi District and has three children, two daughters and one son. (***)

Xanana Welcome Rudd’s Visit But Will Have Hard Question

The former Prime Minister of Australia and now Foreign Minister of Australia Mr. Kevin Rudd arrives in Timor-Leste tomorrow (09/07).  The Timorese will be happy to receive Mr. Rudd for two reasons.  He is known to be a friend of Timor-Leste, and unlike almost all other senior Australian politicians, he is coming to stay overnight, and will leave on Sunday (11/07) after a visit to the rural areas.

In May 2010 Prime Minister Gusmao rejected to meet the Australian Minister for Trade, and in March 2011 Gusmao also rejected to meet the Australian Minister for Defence on his 6 hours visit to East Timor.  Mr. Rudd is being welcomed to East Timor because ehe has a long history and undertstanding of the Timorese, and is happy to make time and priority to stay overnight with his Timorese friends.

Tempo Semanal has learned that Rudd plans to meet with the President of Timor-Leste Jose Ramos-Horta, the Prime Minister Xanana Gusmao, and the Foreign Minister Zacarias Albano da Costa.

According to TS sources Mr. Rudd will meet with Prime Minister Gusmao at 1730 hours on 9 July 2011 at the Government Palace.

This visit comes a few days after the Australian Government has responded to a review of Australian Aid – this change in Australian aid is due to the initiative of Foreign Minister Rudd.  Rudd has accepted that there have been long term mistakes made and is trying to correct some of those mistakes.  These mistakes were covered by this newspaper in 2008, 2009, and 2010.  Many of these issues caused the relationship between the Canberra and Dili to become bad.

Critically Australian aid is increasingly from $75 million a year to $125 million a year starting now.  However, the Governments of Australia and East Timor have not yet informed the public how this extra money will be used. But it is important to note that an extra $75 million is not viewed as being very much by Timorese authorities in the context of the Government’s current $1.3  billion annual budget. East Timor President, Prime Minister and Minister of Finance have many times expressed concern over the usefulness of international aid, including Australian assistance, in East Timor.

In May 2011 the Prime Minister angrily spoke out on the effectiveness of international aid in East Timor, asking what happened to the $8 billion dollars of aid between 1999-2009.  It is an issue, which Timorese of all political allegiances from Dili to the mountains ask over and over again.

Rudd’s visit to Timor-Leste comes just days before the Timor-Leste Development Partners meeting in which the Prime Minister of Timor-Leste Xanana Gusmao shall reveal to the international community his so called Strategic Development Plan for Timor-Leste 2011-2030.

There are remains serious differences of opinion between Canberra and Dili over the effectiveness of Australian aid in East Timor and the Timorese Government is making its own path to national development.  The Opposition in Parliament has differences of opinion with both Canberra and the Gusamo lead coalition Government.

Of most serious argument is the matter of the Greater Sunrise liquid natural gass field in which the Government, Opposition and Australia’s Woodside Company have very serious conflicts over the direction of the pipeline. North to East Timor or south to Australia.

In 2010 during the public consultation of the Strategic development plan by PM Gusmao the the PM accused Woodside and Australia of seeking to steal East Timor’s future economic prosperity.  The President of East Timor has tried to mediate between Gusmao, Woodside, Australia and the Opposition on the issue. 

President Ramos-Horta has appealed to Canberra to bring Woodside to the position of running the pipeline north to East Timor.

Rudd is in East Timor from 9-10 July.  The Woodside agreement expires in early 2012. There is not much more time for Australia, Woodside and East Timor to reach a solution.  Failure to do so will put the future of Timorese children at risk.

PM Xanana Will Present TL Strategic Development Plan in TLDP



East Council Minister announced that PM Xanana will launch of the Strategic Development Plan at the Timor-Leste Development Partners Meeting opens up opportunities for world’s best partnerships.

The Timor-Leste Strategic Development Plan 2011 – 2030 will be launched July 12 on the first day of the Timor-Leste Development Partners Meeting (TLDPM) at the Dili Convention Centre. The plan, which sets the course for Timor-Leste’s development trajectory over the next 20 years, is the product of wide ranging research, study, reflection and consultation by the Government of Timor-Leste, country stakeholders and the People.

In 2010 Prime Minister H.E. Kay Rala Xanana Gusmão crossed the country, personally visiting every one of Timor-Leste’s 65 subdistricts to discuss the opportunities and challenges that lay ahead for the nation, holding open meetings for inclusive consultation with the citizens of Timor-Leste. From the outset it was seen as critical that the SDP should be a Timorese plan for the Timorese people; a plan “country owned” and in its implementation “country led.”

The acceptance and emphasis on the country ownership of development is now supported by all major agreements on development partnerships including the Paris Declaration (2005), the Accra Agenda for Action (2008), the Dili Declaration (2010) and most recently, the Monrovia Roadmap (2011). Timor-Leste has played a lead role in advocating for more effective development partnerships as chair of the g7+ and co-chair of the International Dialogue for Peacebuilding and Statebuilding. Now representing 17 countries and some 350 million people across the globe, the g7+ provides solidarity and support for all who are seeking the best possible partnerships as their countries say “Goodbye Conflict and Welcome Development.”

The upcoming Timor-Leste Development Partners Meeting offers an opportunity for Timor- Leste and development partners to set new modalities and engagement efforts in the coordination and alignment of development assistance to the national plan. Moving from the short-term framework of annual National Priorities to this long term SDP now enables long term planning on the part of development partners which can lead to a more cohesive effort; avoiding the fragmentation, competition and parallel systems of the past, and accelerating progress towards the achievement of common goals articulated in the SDP, an improvement in the quality of life of the Timorese People and the delivery of a uniquely Timorese vision for Timor-Leste.

Ágio Pereira Secretary of State for the Council of Ministers noted “our pathway to development is one that is defined and owned by the Timorese people, so we can walk together in the direction we want to go. With our SDP to guide us, and as our citizens, the Government, Civil Society and Development Partners continue to share in Timor-Leste’s success story, we express our thanks for the many efforts made so far and look forward in these coming days to working together, looking for new and innovative ways to create world’s best practice in the coordination of development assistance; harmonized and aligned to this new national plan.” 

Today is the AMP coalition meeting and according to Tempo Semanal Source said the meeting is to discuss the presentation the Strategic development plan to the Parliament for approval.

In the meantime some donor countries reluctant to support financially the plan.
