Two Indonesian suspected of Drug Dealer sent to Becora Prison last night

After long hours of preliminary investigation, the Dili District court has sent another two suspected drugs dealers to Becora Prison. As noted in previous reports two Indonesian citizens currently working as and an engineer and an accountant in an Indonesian owned construction company known as "BTK" and "Holiwono". They were arrested near by the BTK compound in Dili on 09/08/2010 by East Timorese Police. The Judge decided to put them in preventive detention for six months for further investigation until such time as the case can go to trial.

Several Indonesian citizen have already been arrested and jailed due to their involvement in dealing drugs in East Timor.

On 25 of May 2009 at Carla Mansion Hotel in Dili an Indonesian drug dealer named Budi Santoso was arrested and later sentenced to 10 years imprisonment. At the same time night East Timorese police also arrested Indonesian citizen Ms. Rinda Sari Tamsil. She was brought before the court and was sentenced to 12 years imprisonment.  However, Tamsil escaped custody and is ow believed to be in West Timor in Indonesian province of Nusa Tenggara Timur (NTT).

Mr. Budi is now serving his prison term in East Timor's main prison in Becora, Dili.

Another suspected drug dealer was arrested sometime ago but remains at large.

East Timorese security agencies are suspicious of the involvement the boss of BTK in the case of drug trafficking in East Timor. But Mr. Frans BTK denies any wrong doing. “They
are innocent and I am here to help East Timor,” said Frans. “I am catholic and I swear to God and the Holy Land of Timor,” he added.  

On the other hand the the lawyer for the two suspects tried to obtain their release.  "My clients are not the real suspects because when they were arrested the police found nothing with them but the police found the "sabu sabu" [narcotics] in somebody else's bag,” said Angelo [defence lawyer]. He continued, “Where are the other two suspects? Those suspects are the ones trying to sell the sabu-sabu to my clients but the price is very expensive so my clients decided not to buy.” 

But the authorities said the two suspects are actually the ones trying to seel as opposed to buy the narcotics, and the buyers were police informants.  They also claim to have a register of phone calls and SMS text messages in communication between the suspects with the two police informant. END

This Hotel is a problematic and many other companies looking for the opportunity to get right to use the sight. Early this year the Ministry of Justice has tender the place and invited several interested parties who express their interest.
In an opened tender a joint venture under the name of Mega Socieade won the tender and Media group was in the second place but later the Ministry of Justice change its decision to shift the result to Media Group.

Two Indonesian Employees of BTK Arrested by PNTL: Suspected to be drug dealers.

Two indonesian citizens employed by Holiwono Lda owned by Frans BTK were arrested by the Policia Nacional de Timor-Leste (PNTL), Timor-Leste's National Police Service on Monday the 09 August 2010 at 2200hrs.  They were arrested on suspicions of dealing in Sabu Sabu narcotics/drugs.

Suspect No. 1 Ahmad Irfan born in Makassar Sulawesi on 28 April 1983 entered Timor-Leste on 28 April 2007 to work as an engineer at Holiwono Lda.

Suspect No. 2 Dedy Edwin Setiawan born in Blitar on 27 January 1982 arrived in Timor-Leste in January 2009 to work in the accounting section at Holiwono Lda.

Both suspects reside at the BTK compound across from Democracy Field in Audian, Dili, Timor-Leste.

A red motor bike with plate number 0911 TL, came out from the "BTK" gate towards a small Indonesian warung right in front of BTK Office a few minutes before the arrest took place.  They were carrying a bag.  They sat in front of the warung near a tiga roda.  A car was parked nearby.  A woman walked out towards them.  She handed to one an amount of USD cash - Tempo Semanal viewed the cash to be 20.00USD notes.  One of the men handed over what is suspected to be a package of sabu sabu.

At that moment two men approached them.  One of the men, wearing, shorts, pulled out a pistol on seeing the two suspects attempt to escape.  The pistol bearing man shouted.  "Do not run, or I will shoot you!" and then, "stay in your position and do not move."

Then Mr. Ahmad Irfan lay on the ground and some more police came and took them away with the evidence.

Pedro Belo Dili District Commander for PNTL told Tempo Semanal this afternoon that the suspects remain in detention at PNTL District HQ in Kaikoli Dili.

East Timor is at risk by the drugs and people smugglers from Indonesia and elsewhere. The President of Timor-Leste Jose Ramos-Horta has expressed concerns over drug operations in East Timor.

In the capitol of Timor-Leste many brothels are being run and are often using women from Indonesia, China and other Asian countries.  Indonesian law is very tough on drugs and some people are executed for drug related offences.  There is some question as to whether or not these two suspected Indonesian drug smugglers will be released or charged with crimes.  One source close the investigation doubt's that the owners of Holiwono BTK will be held to account if connected to the crimes (as the authorities suspect his involvement), saying "he is very influential businesman and closed to the politians," said a PNTL Commander who has asked not to named.

Timor Leste Raining in the dry season

People in East Timor starting felt the climate changing due to this summer season the lands slide in some part of the country. Usually this time August is not raining season any more but this year there are many places affecting by natural disaster and landslides in Kelikai-Baukau, Mud in Watulari Vikeke, people are losing their harvest in Suai, Same and Vikeke cause raining.

As bellow you can see the road between Same to Maubese and Maubese to Ainaro are washed away by flooding during two days and one night raining. Many cars stop before Ainaro and people are stay on the road for two days before heading home. Those trafics waiting for the government to fix the road before their cars get to Ainaro and Suai. Many motorbikes trying to get through but it costly. Because in every point the community readdy to assist but the bikes owner have to pay some amount of US$5 for ecah time. In Faturberliku some people have to seek refuge in the school ground and their animals have washed away. The road between Natarbora and some are in bad conditions.
The Secretary state for the social and solidarity Mr. Rigoberto informed local media few days ago that the government start looking at ways to deliver some basic need to the local community by the support of UN helicopters.

Australian Citizen Protesting TL's KKN in Dili

An Australian Citizen suspected to be victim of East Timor Corruption, is protesting on the Roadside opposite to Public offices in the capital of the young nation. Colins not new face for many Timorese because he has doing this road side alone Demo for some months now. Many Timorese people are surprising with this Australian person who day by day always stands in the corners of Dili's streets holding banner speak out of Corruption against Timorese system. He always carries the same banner, same umbrella and wearing the same hat. This Australian Citizen Collin Hall apparently claimed he and his wife is became victim of Timorese corrupt system. Without any voice he always stands outside the Government main Building, President palace in Ai Tarak Laran, Unmit head quarter in Kaikoli and even lodging his case to some foreign embassies in Dili. On Monday Afternoon approximately 17.00 Hours Dili Time, Colin Protesting in the junction across from Timor Hotel opposite to a big board with President Horta’s Pictures and message from TL’s head of State to combat Corruption.

Collin’s wife Odete Maria Guterres a Timorese Australian Nationality used to run a business in Dili namely Metro Cafe. Mr. Colin Claimed some politicians and law makers are not help to solve his wife problem and worse he alleged the Timorese court system is not working. He is name several Timorese politicians, law makers and even UN staffs involvement in the case.
Colin is seems to be very angry and he suspiciously of Tempo Semanal Newsman. “Are you a policeman,” Asked Colin. After knew the answered from Journalist Tempo Semanal he explain that, “last Thursday I was approached by a journalist which is not journalist.”
There are many allegations of Corruptions, Collusions and Nepotisms brought to the surface but the senior Government and Civil servants still enjoy their positions and not many actions been taken. So Far there will be only few cases brought before the court including several stories reported on Tempo Semanal Weekly paper. The Government has showing its interest to tackle the problem as promised by PM Gusmao in his Campaign since day one on 29/05/2007 in Lospalos.
In Xanana’s Prime Ministership he has a deputy PM to take care of Good Governance and set up the commission of Anti Corruption and appointed Mr. Aderito de Jesus Soares to do this challenging job.
Many Timorese activist are pessimist with the effort and saying they are not believe that the government and other state holders are serious to resolve the problem of Corruption. “I don’t think those politicians are serious to resolve the problem of KKN because most of them are afraid of their actions will cost any of their family members in jail,” said Domingo Barros a student from Dili based University.

Julio Pinto And Lere Anan Timur Visited Oekuse To See the TNI Destruction

Secretary state of Defence Julio Tomas Pinto and deputy Commander of East Timor Defence Force Brig. General Lere Anan Timur visited Oekuse enclave to find out the first hand information on the Indonesian TNI element who have several time infiltrating into East Timor Territory. On in the last three months there were about three incident of Illegal crossing by the Indonesian Military. Those TNI also destroyed two community houses built by Social and Solidarity Ministry for the elderly people, one government wire house for Ministry of Agriculture in Bena Ufe, Naktuka oekus. Those TNI and their associated also threaten Those East Timor in the area.

The villagers turned out to a public meeting with Julio Pinto, Jorge Teme the secretary state for oekuse region and Brigadier Lere. Julio Pinto informed the community that the TL central Government have lodged a protest to Jakarta. “We hope Indonesian TNI here to respect our border and they should patience not to provoke the situation,” Julio Pinto told the community.
Julio Said Based on the agreement between Portugal and Holland the area is part of East Timor. “We want to solve the rest of disputed area but they (Indonesian) always delayed it,” said Julio.
Indonesia and East Timor Government have set up a joint commission to resolve the 3%of border dispute which have not settle yet. Julio Pinto and Lere went to Oekuse on 23/07/2010 by land and Julio Returned to Dili by East timor patrol boat while Lere came back by land.
